The Committee on Finance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

            Com. Sub. for S. B. 589 – “A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §31-15A-17c, relating to funding for critical needs in state water and wastewater systems; establishing a Critical Needs and Failing Systems Sub Account; providing for funding from certain uncommitted loan balances to the sub account; authorizing loans or grants from the sub account to address critical immediate needs; and exempting grants made from the sub account from certain grant limitations.”
